Introduction 


Intellectual property (IP) enforcement agencies play a critical role in ensuring that IP rights are respected, protected, and effectively enforced in Namibia. Effective enforcement underpins confidence in the IP system, deters infringement, protects consumers, and supports innovation, creativity, and fair competition. The revision of Namibia’s National Intellectual Property Policy and Strategy (NIPPS 2026–2030) places strong emphasis on strengthening IP enforcement as a core pillar of the national IP system. A desk review of Namibia’s IP framework was undertaken to assess enforcement-related progress under NIPPS 2019–2024 and to identify strengths, challenges, and priorities relevant to enforcement institutions.
